In my testing on 10.14.6 Cwitch will work without Tor browser installed. you do have to leave the DMG mounted while using cwtch and you can run it from the DMG or put it in applications. Above 10.14.6 you do have to allow cwitch full disk access afaik.

There's a fix pending build/CI tests, it'll be released soon hopefully
