Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?
final step in improving the network recovery flow: when the underlying ACN has been reconnected, peers should consume that and restart all their connections as existing ones will be stale.
In fact when the network is reported gone away, they should shutdown their connections (and as an effect report that to the ui too for further consistency)
Update: network status now consumes connection, but we need a reboot peer event to teardown the listens and restart
