depends on #48 and cwtch.im/server#25

Adds support for server stats, with polling and caching in libcwtch-go and dispatching of relevant stats update events to ui

  • delete eventhandler PublishAppBusEvent as it's a dup of Push
  • fix statefulness in Setttings Save code around servers so they aren't re-launched each settings save that servers are enabled
