tor version refresh #318

Current stable is 0.4.6.9

We ship

  • windows: 0.4.6.5
  • macos: 0.4.6.7
  • linux: 0.4.5.9 - can get from tor browser but need to change invocation and packaging
  • android: 0.4.4.9

Windwos and Mac we pull from binaries, traditionally we've compiled our own Android and Linux, and I think I ran into trouble last time I tried to compile newer. Hopefully that'll be sorted now

Cwtch will default to using a system installed binary if it is available.

Well, I'm stumped. I don't appear to have a binary installed at /usr/local/etc/tor/torrc - or anywhere else in the system (that I can find). I do have Tor Browser installed, tho' it seems unlikely Cwtch would be pulling it from there. I realize that I'm breaking the "if it ain't broke, don't fix it!" rule, but still...
