Working under the asusmption that SIGKILL harms the data-dir in some way. Needs investigation.

Ideally we would respond nicely to sigkill (although we don't have lifecycle management in flutter so..)

We probably want a fallback when bootstrapping Tor to replace the cache if it takes too long...
