If file transfer is disrupted e.g. if Cwtch is restarted while downloading a file then, when Cwtch is restarted, Cwtch will verify the file and, if it failed to verify, will allow the file transfer to be restarted.

In the case of image files this behavior is incorrect. Cwtch should auto-download such files if image previews are turned on.

This also impacts download previews when Cwtch is restarted. We should capture this functionality together and properly capture file status on restart.
