fetch-libcwtch has been updated to fetch the x64 lib and rename it just libCwtch.so but we should upgrade the ffi ddl loader to handle both and then download both

also then to consider: packaging. presumably if we run to builds, on foir arm64 one for x64, we can package the correct lib with the correct binary :)
