Originally we exposed advanced tor config when Cwtch had a much simpler relationship with connectivity.

Given all the overrides now in place in autobindings and connectivity my suspicion is that a lot of stuff given in advanced tor will get overridden / ignored /otherwise conflict in some scenarios.

We should revisit this interface when we do the Arti migration.
