Hi just wanted to know whether cwtch already makes use of this Tor updated censorship resistance module called rdsys ?

No we do not currently make use of that (noting the disclaimer "Disclaimer: This project is under construction. Nothing is stable.")
We are currently waiting for arti (https://gitlab.torproject.org/tpo/core/arti) to stablize and support onion services before doing any significant tor integrations.
